An enormous fortified city that faces
the western shore.
The citadel is divided into various areas,
including the Imperial District,
the military research district containing
the underground ruins, and various
residential districts.
The city supports a population of over
100,000, and as the capital of
the Empire, serves as the center of
military rule, political power,
technological research, industry and
trade.
The Empire is governed by a political
and class system with the Emperor at its
head, and the strict class system dictates
residential districts and occupations for
each citizen.
The upper and middle classes,
consisting primarily of officers of
the Imperial army and their families,
are freed from manual labor and lead
comfortable, metropolitan lifestyles as
the bureaucratic and intellectual class.
But the concentration of wealth in
the upper classes has led to a plethora
of societal stresses, evidenced by
political corruption, the appearance of
slums around the lower-class residential
areas and organized crime on
a metropolitan scale.
In the poorer areas and largely
commercial areas on the outskirts of
the city, drawn by the promise of prosperity,
are thrown together in a crowded, dirty
but carefree life.
