Lagi's most powerful metamorphic state is the Type 01 dragon. Likewise, the Dark Dragon of the original Panzer Dragoon is called the Type 02 dragon, according to Panzer Dragoon Zwei. Type could be an abbreviation for prototype, and if so then both dragons were prototypes of something. They could even be on an evolutionary ladder. The Type 02 dragon was sent to kill Lagi after all; perhaps it was the only dragon that stood some chance of success. The Dark Dragon bears a similar horned head to the Type 01 dragon, which makes me question their relationship, if any.
The word prototype implies a lack of completion, which begs the question: what were the two dragons meant to be prototypes of? Sestren assumed the form of the Type 01 dragon, so perhaps they were prototypes of him. Otherwise we've yet to encounter the most powerful dragon. However, both dragons could've been prototypes of the Light Wing. The Type 02 dragon and the Light Wing both have sinister glowing red eyes. The Solo Wing dragon was more powerful than the Light Wing, but only because the Light Wing project was never fully completed. That is, a Light Wing dragon itself was never completed. Lagi just used the D-Unit data to upgrade himself; it was never meant for him. And one last compelling reason: the particular ancients who created the Light Wing deemed it the ultimate dragon, and even described it as a messenger of the gods.
The ancients defined it as such because they themselves were the gods. At most, they thought they were, and they paid the price for their arrogance.
Another popular theory is that both the Type 01 and Type 02 dragon were prototypes of the Solo Wing dragon, which of course, can morph into both (in PD Saga). At the end of PD2, Lagi hibernates in a crest inside Shelcoof. In PD Saga, this crest can be found, and we assume Lagi left all his previous DNA data (containing his erstwhile physical shapes) in it, in the form of a baby dragon. Lagi can merge with the baby and become the Solo Wing dragon, which can morph into PD2 dragon forms including: the Brigadewing, Windrider, Skydart, Type 02 and Type 01. Each form corresponds to a skill: Defense, Attack, Agility, Spiritual and Normal respectively. If the Type 01 dragon was a prototype of the Solo Wing dragon, however, that would mean all his other Solo Wing forms were designed as well. I always thought Lagi changed his form to best suit any given situation in PD2 (i.e. he evolved by himself, not according to a design template).
The ancients clearly designed the aforementioned prototype dragons, and indeed, the Light Wing. When Lagi morphs into either the Light Wing or Type 01, he's reached his fullest designed potential. The question is: can Lagi exceed his programming?
