The Game Gear game Panzer Dragoon Mini was never released outside of Japan, but it came out over there in 1996. It's essentially a spin-off game, rather than a part of the series itself: it has simple 8-bit Rail Shooter gameplay, cartoon-like visuals rather than the traditional Panzer Dragoon style, enemy designs and background tunes borrowed from the first Panzer Dragoon game and Panzer Dragoon II Zwei, and oddly, no storyline.

Although Panzer Dragoon Mini isn't taken too seriously by most fans, it seems to be quite a rare game; presumably it had a fairly short production run.
The Game Gear handheld was renamed the "Kid's Gear" in Japan by this time, which explains those words on the box.
For anyone thinking of buying Panzer Dragoon Mini, bear in mind that a Japanese Game Gear game like this should play on a non-Japanese Game Gear just fine.
